Каждый третий житель Киева дает взятки Киевляне больше всего подкупают врачей, учителей и милицию, а самыми коррумпированными считают суды.

Киевляне назвали самые коррумпированные, на их взгляд, сферы. В этом рейтинге "победили" суды. Эта сфера считается одной из самых "нечистых". Таковы данные соцопроса, проведенного компанией Research & Branding Group.

Самая "прибыльная" сфера - медицина. Особенно сложно без взятки разговаривать, когда речь идет о социальных выплатах, покупке машин для инвалидов или пенсиях по инвалидности.

Второе место по "популярности" занимает образование. Здесь самое распространенное - помочь ребенку повысить балл в аттестате, при поступлении в вуз или же при оформлении ребенка в детсад. Здесь даже действуют скидки. "Если в хороший детский сад оформляют "оптом" сразу братика и сестричку, то это может стоить не $200, а, скажем, $170", - рассказала киевлянка Елена Нестеренко.

Третья в рейтинге милиция, в том числе и ГАИ. Здесь большинство опрошенных за деньги решало "мелкие проблемы": вопросы по несанкционированной торговле, превышению скорости, хулиганству.

Киевляне предлагают свои методы искоренения коррупции. Большинство людей склоняются к тому, что взяточничество выросло из-за низкого уровня жизни. Зарплаты невысокие у чиновников, врачей, учителей, милиционеров, судей.

"Если участкового будет зарплата хотя бы 5 тысяч гривен, он никогда не возьмет 100 гривен за какую-нибудь справочку", говорит киевлянин Тимофей. Но люди предлагают не просто повышать зарплату (тогда вырастут и взятки), а тут же вводить систему контроля, внезапные проверки, подслушивающие устройства.

В тоже время, часть горожан против искоренения взяток. Люди сетуют на излишнюю бюрократию во всех инстанциях, которую без денег не ускоришь. "Чтобы получить одну бумажку, нужно принести с десяток других, подтверждающих, что вам действительно нужна эта справка. А этот десяток можно честным путем собирать годами, а можно за определенную плату быстренько получить, - говорит пенсионерка Татьяна. - И зарплаты ни в коем случае нельзя повышать, иначе резко вырастут и тарифы на взятки".
